New Account Establishment Fee:
$25 – Establishment Fee must be paid with a cashier’s check or money order.
Installation of Irrigation Meter:
Cost of meter, shut off valve and coupler, plus labor – meter costs; labor charge can not be determined in advance. New account establishment fee plus cost of meter and shut off valve must be paid in advance by money order or cashier’s check.
Installing Meter Labor Cost:
The districts require a two-week notice for new service to be installed.
New Account Information:
Proof of ownership is required before service will be established. Non-owners requesting new service must wait until the lot owner has signed paperwork acknowledging that water is tied to the lot.
Water Bill Balance Due by Lot Owner:
Water charges are tied to the lot. Water will not be delivered until the total balance is paid in full with a cashier’s check or money order. Lot owner is ultimately responsible for any balance due by person or person(s) using that lot’s water service.
Late Payment Fee:
$5 is added to a bill if it is not paid on time. Due dates are located on every bill.
Basic Monthly Meter Charge:
There is a $15 basic water charge per month, plus tax, for every irrigation meter in the ground, whether in use or not. When customers sell their home, or landlords rent to new tenants, service will be shut off, a final meter reading taken, and present rules for turn on of new service will apply.
Meter Reading Charge:
When requested by customer is $25.
Reconnecting meter is $50.
Water Bill Payment:
Bills must be paid by personal check, cashier’s check or money order only.
Non-Sufficient Funds Check Charge:
(subject to change, depending on rising bank charges) – There is a $25 charge for a non-sufficient funds check and $25 is added to the customer’s bill for each time the NSF check is resubmitted to the bank. For one year following the NSF check’s receipt, customer will pay water bills by money order or cashier’s check only, reverting back to regular payment procedures thereafter.
Meter Testing Fee:
If a customer requests their meter be tested, and the test shows the meter to be functioning properly, customer will pay a $15 fee plus the cost of the test.
Shutting Off Water by Customer:
Customers may not shut off water at the meters on the district (water road) side.
Customer's Requirements for Piping Water:
Customers will need to install a coupler and shut off valve for their irrigation meter. Shut off valves must be brass; do not use galvanized.
Disconnecting Water Service by Districts for non-payment of Taxes:
It is a strict policy of the district to disconnect irrigation water service for non-payment of taxes. A warning letter will be sent at least 30 days prior to disconnecting service.
Disconnecting Water Service by Districts for non-payment of Water Bills:
It is a strict policy of the district to disconnect irrigation water service for non-payment of water bills, 5 days following the second month’s billing due date. A warning letter will be sent prior to disconnecting water service. After the second month’s due date, bills must be paid in full. No partial payments will be accepted. If water service has been disconnected, it will be reconnected only when the total amount due and owing, plus $50 reconnection fee, is paid in full by money order or cashier’s check only. No partial payments will be accepted. Following water turn off, service will be reconnected the following business day only after payment is received, in full, along with any pertinent paperwork required.
Tampering with District Property:
A $50 charge will be added to the customer’s bill for a district lock that is cut off or removed in any manner whether it is a meter, valve or district property. If the lock on a meter is tampered with, the meter will be removed immediately and the customer will be charged for water usage. Customer must pay $100 to have the meter reinstalled. If one lock is cut/tampered with and customer has another locked meter intact, no service will be restored until all charges are paid in full and the funds have cleared the bank. If customer has two meters and both are locked off for nonpayment and both meter locks are tampered with in any way, both meters will be removed. There will be a $50 charge for each lock that is tampered with and a $100 charge for each meter reinstalled. No service will be restored until all charges are paid in full and the funds have cleared the bank.
Damage to District Property:
Any damage done to district property will be fully reimbursed to the district for all costs incurred. Costs will be determined by district employees/officials. Water loss will be a minimum $10 fee.
Water Service to Lots:
Must be confined to the lot paying the bill from the meter(s) servicing that lot only. Customers may not provide water, whether for financial gain or not, to any other lot(s) or person(s).
Affixing Personal Property to District Property:
It is board policy not to allow anyone to attach anything to district property.
Customers must not erect fencing of any kind which does not allow District employees to access the meter(s) and other District property. There must be a totally accessible two foot (2’) clearance around the meter(s) and other District property. Each lot in Papago Butte Ranchos has a 15’ easement at the back. Fences and/or gates constructed in this lateral must be removed. It is essential that utility easements remain open to authorized personnel; therefore, no fences and/or gates are to be constructed in the laterals running between the lots.
